The cost of surrogacy in Ukraine depends largely on where intended parents enter the process. Families with frozen embryos may only need a frozen embryo transfer (FET) program. Without embryos, treatment may also involve donor eggs, IVF, genetic testing, several transfers, and more extensive coordination.
For 2026–2027 planning, currently published 2026 prices provide a useful reference. Rates may change in 2027, so confirm the final package price and included services before signing an agreement.
How Much Does Surrogacy Cost in Ukraine?
The price for services in different surrogacy agencies may vary. For example, the current ADONIS Fertility Solutions price list includes four main programs in Ukraine:
| Program | Current price | Intended for |
| FET Surrogacy | $45,840 | Parents who already have embryos |
| Egg Donation Basic | $56,800 | Families needing donor eggs, IVF, and standard surrogacy services |
| VIP Guaranteed | $66,900 | Families seeking additional IVF attempts, PGT, and transfers |
| Egg Donation Unlimited | $77,430 | Parents who need broader coverage for repeated attempts |
The difference between the lowest and highest package exceeds $30,000, but the services are not identical. To assess the cost of surrogacy in Ukraine country, parents should compare what each package covers rather than focus on its starting price.

What Is Included in a Ukrainian Surrogacy Program?
Medical services may include surrogate screening, embryo storage, IVF and donor eggs where needed, embryo transfer, prenatal care, and delivery. Some extended packages also cover preimplantation genetic testing (PGT) and additional IVF attempts.
Beyond medical treatment, a package may provide:
- selection and compensation of a surrogate mother;
- egg donor matching when needed;
- program coordination and pregnancy updates;
- translation and document preparation;
- legal assistance before and after the birth.
The package may also include surrogate compensation, coordination, and legal services. That distinction matters when comparing Ukraine surrogacy agency fees: another provider’s quote may cover only clinical treatment or agency work, not the entire program.
Which Expenses May Be Charged Separately?
“All-inclusive” does not necessarily mean every possible expense is covered. The price list, for example, may exclude karyotyping from certain programs. Accommodation arrangements and airport transfers are offered as optional assistance rather than standard package services.
Intended parents should also ask about:
- international flights and accommodation;
- tests not listed in the package;
- extended embryo or sperm storage;
- legalization, apostilles, or other documents required at home;
- medical situations outside the program’s terms;
- services needed after the child is born.
A realistic Ukraine surrogacy cost breakdown therefore needs room for expenses beyond the quoted package fee.
What Additional Costs Should US Intended Parents Consider?
For American families, financial planning continues after delivery. The US Department of State explains that parents using surrogacy abroad may need to document conception and birth, qualifying genetic or gestational ties, US citizenship, prior US residence or physical presence, and legal parentage.
A Consular Report of Birth Abroad and a U.S. passport may also be needed before traveling home with the child. These procedures require time and supporting documents, and eligibility depends on the family’s circumstances.
Families exploring international surrogacy for US citizens should budget separately for travel and post-birth paperwork. Such costs sit outside the reproductive treatment itself and should be included in the overall estimate.
Why Are Guaranteed and Unlimited Programs More Expensive?
The higher price mainly reflects additional treatment included if the first attempt does not result in pregnancy. The agency may list up to two IVF cycles, PGT, and five embryo transfers under its Guaranteed program. The Unlimited package may provide broader provisions for PGT, donor and surrogate selection, and repeated transfers, subject to the published program terms.
The higher initial Ukraine surrogacy program cost thus buys access to more potential attempts. A useful question when comparing offers is: What would we pay if the first embryo transfer failed? The answer may reveal more about the expected budget than the initial price alone.
Is Ukraine the Cheapest or Best Country for Surrogacy?
When deciding which country is best for surrogacy, price is only one consideration. Eligibility, local law, safety, travel, parentage recognition, and the child’s citizenship also matter.
Ukrainian program prices may be substantially lower than many U.S. options. Nevertheless, parents must check that they qualify under Ukrainian law and understand the practical conditions of an international arrangement, including current travel and safety risks.
For 2026–2027 budgets, the published Ukrainian packages range from about $45,000 to $80,000. What ultimately matters is the full expected cost, from initial medical procedures through birth registration and the family’s return home.
